Over 4 million cameras, being retro-fitted w/speaker systems. Yelling out orders to people like a concentration camp. Doesn't sound like V for Vendetta at all. If you want people to be nice or clean up more, have it a point for every citizen to do public service much like some country's requirement for military service.

It reduces crime and litter. What's your issue? If you have nothing to hide, you have nothing to fear. Of course you have issues with littering in front of the police. But you don't mind littering in plain sight when no one with authority is there to castigate you. The only people who oppose this system are people who mock society's laws.
