Carlos Alberto Arroyo Bermudez (born July 30, 1979 in Fajardo, Puerto Rico) is a Puerto Rican professional basketball player. Arroyo is the fifth player from Puerto Rico to play in the NBA and has become arguably the most successful of them in NBA history. He is currently playing for Maccabi Tel Aviv in Tel Aviv, Israel. Arroyo has played in the NBA, NCAA, and the National Superior Basketball League of Puerto Rico (BSN) with the Cangrejeros de Santurce and Fajardo. Arroyo has also played internationally in Spain. Arroyo was a member of the Puerto Rican National Basketball Team that most notably defeated the United States at the 2004 Olympic Basketball Tournament. He also represented Puerto Rico at the 2006 FIBA World Championship in Japan.

Gloria Macapagal-Arroyo. De Lima had come under intense grilling from the justices during oral arguments last Thursday. De Lima stood firm on her belief that Circular No. 41 and the watchlist order (WLO) she issued against Arroyo were legal, after the justices gave her a lecture on constitutional law and even a warning that she could be misleading President Aquino. "It (issuance of WLO) was not an abuse of discretion on our part. And I think the people would understand that," she told reporters. De Lima explained that there is no law expressly granting her office the power to issue WLOs and hold departure orders (HDOs) as what the justices had demanded from her, reiterating that such authority was provided by the government's police power under Executive Order 292 (Administrative Code of 1987). "Even if I would be asked a million times to name a law expressly granting to the DOJ the power to issue WLO, I would not be able to give one because there's really none," she explained. David Arroyo Police Shootout in Tyler Texas
The Tyler courthouse shooting refers to a February 24, 2005, incident in which David Hernandez Arroyo Sr. opened fire on his ex-wife and son in front of the Smith County Courthouse in Tyler, Texas, then engaged police and court officers in a shootout. Mirabel Estrada, his ex-wife, was killed at the scene, as was Mark Allen Wilson, a downtown resident who attempted to intervene; Arroyo was fatally shot by police after a high-speed pursuit where he repeatedly shot at officers. Two sheriff's deputies, a police officer, and Arroyo's son were wounded. At the time of the shooting, Estrada and her son, David Hernandez Arroyo Jr., were entering the courthouse for a hearing regarding her ex-husband's failure to pay child support after their 2004 divorce. Estrada's lawyer later stated that his client did not believe her ex-husband to be dangerous. Arroyo, who had parked nearby, approached his ex-wife and son on the steps outside the Smith County Courthouse and fired on them with a semi-automatic MAK-90 rifle, a semi-automatic rifle styled after the AK-47 assault rifle, hitting Estrada in the head and Arroyo Jr. in the leg. The shots brought a response from nearby sheriff's deputies and police, and Arroyo and the officers began trading gunfire. The officers were armed only with pistols, and Arroyo wounded several and forced them to retreat.
