Buffett Declines To Support 'Buffett Rule' Or President's New Stimulus


WASHINGTON, September 30--Today on CNBC, Warren Buffett declined on multiple occasions to offer his support for either the "Buffett Rule"--President Obama's plan to increase taxes on higher-income families--or the president's new stimulus package, which would increase federal borrowing by nearly half a trillion dollars. Transcript follows (from Real Clear Politics): CNBC: "Are you happy that the way it is being described. Is the program that the White House has presented a million dollars and over your program? " Warren Buffett: "Well, the precise program which will -- I don't know what their program will be. My program would be on the very high incomes that are taxed very low. Not just high incomes. Somebody making $50 million a year playing baseball, his taxes won't change. Make $50 million a year appearing on television, his income won't change. But, if they make a lot of money and pay a very low tax rate, like me, it would be changed by a minimum tax that would only bring them up to what other people pay." CNBC: "Does that mean you disagree with the president's new jobs proposal which would be paid for by raising taxes on households with incomes of over $250000." Buffett: "That's another program that I won't be discussing. My program is to have a tax on ultra-rich people who are very tax rates. Not just all rich people. It would probably apply to 50000 people in a population of 300 million."

Investment guru Warren Buffett gave a wide-ranging interview to Charlie Rose, which aired on Monday evening. He discussed the economy's prospects, the state of Washington and who will succeed him as the chairman of Berkshire Hathaway. The interview came shortly after Buffett published an Op-Ed piece in the New York Times, called "Stop Coddling The Super Rich," in which he urged the government to make billionaires (including him) pay more taxes. In the interview, Buffett stressed that it was vital for politicians, and the newly appointed congressional super-committee in particular, to work together to help resolve the country's economic difficulties. "If these 12 members, who have been appointed to the super-committee, come back with something that's a lot of mush. The American people have had it." When asked what this would mean for the country, Buffett replied "It's not good."

Warren Buffett is trending after the billionaire investor penned an op-ed in the New York Times calling for the United States to stop coddling the mega-rich. Buffett has made a case for higher taxes on the rich before, this time noting, "People invest to make money, and potential taxes have never scared them off." Buffett pointed out that between 1980 and 2000, nearly 40 million jobs were added to the economy even though tax rates on investment income were significantly higher. He called on the newly created debt "super committee" in Congress to raise taxes on the richest 0.3 percent of wealthy Americans, though he never specified an exact rate.

What is more important is whether it is a good business and whether he can understand it. On balance, large cap businesses have done much better recently than anyone would have ever dreamed of. This has led to much higher valuations. Whether this is a permanent development is another question. There has been enormous securitizations of debt in the real estate industry. It has been a bad idea to own real estate through a corporate structure because there is a double taxation problem. REITS have somewhat solved this problem, but it is still usually better to own the real estate yourself rather than to invest through a third party intermediary that is going to take a slice of the cake. There are a lot of silly valuations placed on real estate companies by people who don't understand the business whatsoever. They just don't understand how illiquid property like this really is, so you can't value it like you would a liquid stock. But Buffett and Munger understand real estate and would be open to opportunities that might present themselves.

Buffett doesn't have a speech prepared for this event, but he will be taking questions. He really enjoys speaking with college students, like those at the University of Montana. Montana is one of the more desirable places to do businesses. BNSF has many employees there, and there are also great training programs there. The best investment you can make is in yourself, and lots of people want to live in Montana, so it is a great place to do business. At Burlington, they are going to invest over 2 billion dollars in capital equipment, so they will hopefully be adding more trains and more cars in and out of Montana. Burlington runs its own business, but Buffett may consider putting in a word with the manager. The managers let Buffett ride in the cab of the railroad one time, so that is basically the extent of his knowledge about how to run a railroad. Michael Porter at Harvard is working with Buffett on a 10000 small business program. It is going quite well. They are learning about accounting and law, and there is a half a billion dollar fund to help them start small businesses. They have even added people to their firms while they have been taking the course. They are getting a lot of education. Mostly, they want to get it right, so it is unlikely that they will be in Montana anytime soon.
