While Moscow officials boast the launching of the South Stream pipeline, bypassing Ukraine, the Ukrainian authorities have unveiled an ambitious plan. Known as a huge coal exporter, the Eastern European country is going to replace Russian gas with its own energy source. Today Ukraine faces an energy deficit. Even with the injection of coal, it adds a mere 25% boost, revealing Ukraine's reliance on Russia's Gas. Official statistics however are showing that last year Ukraine increased coal mining. Russian Prime Minister Vladimir Putin has warned Ukraine he will cut that country's gas supplies if it siphons fuel from export lines. Mr. Putin made the statement in Moscow following a meeting with Austrian Chancellor Werner Faymann. His warning carries an implicit threat that Europeans this winter could again face shortages of natural gas they receive from Russia via pipelines through Ukraine. In recent years, European consumers have felt the impact of bitter Russian-Ukrainian payment disputes. It appears Ukraine continues to have problems financing its fuel imports. South Korea, Russia agree $90bn gas deal WATCH VIDEO Source: CCTV.com | 10-01-2008 11:07 South Korea has agreed on a 90 billion US dollar deal to import Siberian gas from Russia during a meeting in Moscow. Monday's deal, made between South Korean President Lee Myung-bak and Russian President Dmitry Medvedev, should allow Russia to diversify away from Europe while bringing the DPRK closer to its neighbor via "pipeline diplomacy". South Korea's Energy Ministry said the country wanted to import up to 10 billion cubic meters of gas a year for 30 years after 2015. A proposed 3 billion US dollar pipeline would run from Vladivistok in Russia across the DPRK. A Russian official said the deal between Russia's gas giant Gazprom and Korean company Kogas is a fresh attempt to unlock a long-delayed pipeline project that Russia sees as a key alternative to markets in Europe. Russia first pledged to supply gas to South Korea at the start of this decade but the project to build a pipeline to China and on to South Korea has been repeatedly delayed. The delays were related to Gazprom's efforts to gain control over some of the biggest Siberian deposits, to ensure it has enough resources to fill the link. The project was also complicated by the need to supply the gas either via DPRK territory or by a more expensive underwater route.

European Competition Commissioner Neelie Kroes has imposed fines totalling €1 106 000 000 on E.ON AG and its subsidiary E.ON Ruhrgas AG (of Germany) and on GDF Suez SA (of France) for market sharing in breach of EC Treaty rules on cartels and restrictive business practices. E.ON/E.ON Ruhrgas and GDF Suez are fined €553 000 000 each. Ruhrgas AG and Gaz de France agreed in 1975, when they decided to jointly build the MEGAL pipeline across Germany to import Russian gas into Germany and France, not to sell gas transported over this pipeline in each other's home markets. They maintained the market-sharing agreement after European gas markets were liberalised, and only abandoned it definitely in 2005. Neelie Kroes, Commissioner in charge of Competition explained in a press conference that those actions denied French and German gas consumers the benefits of competition for many years. IN ENGLISH: EU/Russia Summit Ladies and Gentlemen, European Union, by which I mean European Council, should clearly define, what they understand in the term of „relationships with Russia". It is important to tell whether about the gas supplies, Kosovo, freedom of speech and human rights will the member states deal separately or will they find at least elementary conclusions in couple of common interests. I believe that it is in the interest of all the citizens of the EU that member states of the European Union will deal with Russia together, which is unfortunately not happening. We should put some pressure to create more stable business and political climate in Russia, which would also involve cutting down the import barriers and create more chances for investor from European Union. Membership of Russia in the WTO would definitely help. And also in such partnership we should vigorously and mutually demand observance of basic human rights and freedoms. It is necessary that Union as a strong formation and Russia as a great power will stop behaving like two cities that are connected only by a narrow street and gas pipe-line. They should integrate its economics better and have a partnership of convenience, not marriage of love. Natural gas plays a critical role in numerous sectors of our economy from home heating to chemical production to electricity generation to transportation fuel. With 3.4 percent of global natural gas reserves, the United States has the fifth largest reserves in the world. Since a low in 1986, domestic consumption of natural gas has generally increased and its uses have broadened. Natural gas has especially become popular as a cleaner alternative to coal in the electrical utility sector and gasoline and diesel in the transportation sector. As Congress considers energy policies that will increase our energy independence and help solve global warming, understanding the role of natural gas in our economy and how it might contribute to energy policies is critical.
