Primary schools in Nigeria are in a dire state as they greatly suffer from a lack of resources and unqualified educators to teach young pupils. In Lagos State, home to Nigeria's most populous city, Lagos, more than 1000 primary schools are dilapidated lacking basic classroom furniture, electricity, and running water. Part of the problem is that primary education in Lagos State has suffered from decades of under-investment while the population of those that need to be taught increases. Babatunde Fashola, governor of Lagos State, is trying to close to close the gap on years of neglect. Under his governorship, more than 2300 new classrooms have been built and many renovated. Ben Arikpo (SPARC's State Team Leader for Lagos State) describes the work that his office is doing in Lagos to help the State Government reform policy and strategy, public financial management, and public service management. In each of the work streams, the Lagos team has identified key institutions that they need to support in order to ensure that their work is institutionalised. Examples include the Lagos Financial Intelligence and Research Unit in the State Treasury Office, and the Management Services and Research Office (MSRO). This type of institutionalisation will play a major part in ensuring that SPARC's work is sustainable and continues after the programme ends.
