More than one in ten oil spill cleanup worker were injuried or became ill from the work cleaning up after the Exxon Valdez oil spill, This cleanup was the first done under OSHA's then recent Hazwoper regulation and maybe the first time an OSHA program went into voluntary compliance mode (like the agency later did during the World Trade Center cleanup and Katrina) Contact me for more information on worker health and safety issues during this spill. UTMB-led researchers awarded $7.8 million for Gulf spill study


In an effort to determine the vulnerability of affected Gulf Coast communities following last year's BP oil spill,the National Institute of Environmental Health Sciences has awarded a five-year $7.85 million grant to a consortium of university researchers and Gulf Coast community groups led by the University of Texas Medical Branch at Galveston to examine the safety of Gulf seafood and the long-term health of those who consume it. Investigators from four other universities are participating in the Gulf Coast Health Alliance: health Risks related to the Macondo Spill (GC-HARMS) consortium: the University of Pennsylvania, Texas A&M University at Galveston, Louisiana State University and the University of Arizona. Community groups involved at primary research sites include southeast Louisiana's United Houma Nation; the Mississippi Coalition for Vietnamese American Fisherfolk and Families; and the Center for Environmental and Economic Justice, based in Biloxi, Miss.

Respirator User Training 1930s


This clip is part of an early respirator training film. Today in the US, employer must provide training to employees who are required to use respirators. The training must be comprehensive, understandable, and be done, at least, annually, and more often if necessary. This training should include: 1) why the respirator is necessary and how improper fit, use, or maintenance can compromise its protective effect; 2) the limitations and capabilities of the respirator; 3) how to inspect, put on and remove, use and check the seals (for tight-fitting types); 4) how to maintain and store the respirator; 5) how to recognize medical signs and symptoms that may limit or prevent effective use of a respirator; and, 6) the general requirements of OSHA's respirator standard, 29 CFR 1910.134. Hazwoper Emergency Response Awareness Training is Needed


This is clipped from the 1955 film, Guard Against Sabotage, produced by the US Coast Guard. Although hazardous materials spills and releases were common, there were few regulations to protect workers health and safety and the environment. OSHA and EPA would not be created until 1970. Today, workers likely to witness or discover a hazardous substance release are required to be trained to initiate their employers emergency response plan by notifying the proper authorities of the release. They would take no further action beyond notifying the authorities of the release. Workers in this role (under OSHAs Hazwoper standard) are known as first responders at the awareness level and shall have sufficient training or experience to demonstrate competency in the following areas: An understanding of what hazardous substances are, and the risks associated with them in an incident; An understanding of the potential outcomes associated with an emergency created when hazardous substances are present; The ability to recognize the presence of hazardous substances in an emergency; The ability to identify the hazardous substances, if possible; An understanding of the role of the first responder awareness individual in the employer's emergency response plan including site security and control and the US Department of Transportation's Emergency Response Guidebook; and the ability to realize the need for additional resources, and to make appropriate notifications to the communication center <b>...</b>

Donning PPE at the Exxon Valdez Oil Spill Cleanup Red Bag Area in Valdez Alaska 1989


The usual PPE for this area was a set of rain gear, oil resistant gloves and boots duct tapped to the rain gear and a hard hat and chemical eye protection. Plastic bags containing oily waste, generated during the cleanup, were processed at this facility, also known as the Dayville site. Up to 50 day-shift workers and 20 night-shift workers sorted the bags, separating out those that did not contain oily waste for transport to a sanitary landfill. Those that contained oily waste were doublebagged and moved to a holding area at the site for subsequent transport to other hazardous waste landfills. The workers sorting the bags wore PPE for protection from the oil contents of the bags which frequently were torn open during handling or broke open because they were not sealed securely. Several foremen, members of the Alaska Laborers Union, had completed their unions 40-hour HAZWOPER class and convinced their employer to let them build a decontamination line, which was not present when the site was established. They built a wonderful decon area with lots of extras, like enclosed areas for protection from the wind and rain and boot dryers with warm air. Everyone used this decon after their 12 hour shift, unlike many of the other decons on the spill which were by-passed by most workers and supervisors. Chlordane Pesticide Kills Ants


This was clipped from the 1959 film, Goodbye, Mrs. Ant. Before 1978, chlordane was used as a pesticide on agricultural crops, lawns, and gardens and as a fumigating agent. Because of concerns over cancer risk, evidence of human exposure and build up in body fat, persistence in the environment, and danger to wildlife, the US Environmental Protection Agency (EPA) canceled the approval for the use of chlordane on food crops and phased out other above-ground uses in 1983. In 1988, the EPA canceled chlordane's use for controlling termites, its last approved use in the United States. Hazardous Materials After Flood in Kentucky 1997 EPA


This is taken from the EPA video, Midwest Floods of 1997. Over one million people were forced from their homes in the Midwest as a result of flooding in 1997. The floods had dislodged propane tanks and drums containing hazardous chemicals, depositing them downstream under piles of debris. Gasoline storage tanks rose to the surface of the saturated ground. Water had also poured into home heating oil tanks, rendering the contents useless. The US EPA responded as part of an inter-agency effort that included the US Coast Guard National Strike Force, federal, state, and local agencies, and their contractors. EPA site responders oversaw the collection, identification, and disposal of hazardous materials ranging from thousand-gallon quantities of petroleum products to individual cans of spray paint.
