Some say OCR is why PDF scanning will make layers, true but not in this case. We can see the linked files that where brought into Illustrator, and what effect was rendered to each. OCR, or scanning to layers can not magically bring in external elements, scale them, rotate them, and place them where they belong. Linked elements are brought in, rotated and scaled to fit manually. There is no explaining the externally linked files. They were brought in by someone and the document was in fact altered. I do not think any designer could be this sloppy.
