New PCMS Map

In the long battle over the Army's plan to expand the Pinon Canyon Maneuver Site, it's known as "The Big Map" because it shows the 238000-acre training range northeast of Trinidad swelling by millions of acres until it engulfs the entire southeastern corner of Colorado. While Army officials have disowned or dismissed the map over the past two years whenever ranchers fighting the expansion have waved it as the Pentagon's true goal, opponents finally have unearthed the May 2004 study by Fort Carson planners that explains the big map. The study bluntly urges the Army to purchase 6 million acres of private land around Pinon Canyon, plus another 1 million acres of Forest Service land in a multi-phase process, creating the largest Army training reservation in the US The plan puts the land acquisition costs at roughly $1 billion and says that 17263 people in five counties would be "displaced." And the first step in that "big map" calls for the Army to purchase 80000 acres directly south of the current Pinon Canyon site, which is almost exactly what Army officials announced they would settle for in July. At public meetings in Trinidad, Army officials said they would settle for 100000 acres or even less, directly south of Pinon Canyon, rather than continue the battle to expand by 414000 acres - a battle that had spilled into Congress and the General Assembly as ranchers and their supporters fought the expansion. The opposition group, Not 1 More Acre, is challenging the Army in US ...

Pinon Canyon Expansion Opposition PCMS

This is a re-edit of a day of shooting in the area the Army wants to steal to expand the Pinon Canyon Manuever Site PCMS in southeast Colorado. This was all shot between highway 350 and highway 10 from county roads or with permission of the landowner. The department of defense took 238000 acres with Eminent Domain in 1983 and want another 400000 acres in the first phase of expansion, after promising they would never expand the PCMS. Among the many lies they told are that it would never be a "live fire" range, which it is today, although rarely used. Colorado ranks third in the nation in the loss of agricultural land since 1992, having lost 2.89 million acres, according to a recent report by Environment Colorado. The state is projected to lose an additional 3.1 million acres by 2022, and that's not counting the 2.3 to 5.5 million acres in the PCMS plan. The House just voted 383 to 34 to stop all funding for the expansion plans and the bill is in the Senate. Call Senators Allard (202-224-5941) and Salazar (202-224-5852) and demand they stop the expansion! PinonCanyon.com 1-866-426-7026 http not1moreacre.com

PCMS Uranium News

Representative Wes McKinley took 7 soil samples from the PCMS last May. According to the independent lab analyses, the surface soils collected and analyzed for uranium ranged from a low of 47.23 mg/kg (milligrams per kilogram) to a high of 61.12 mg/kg. An average of 4 soil samples collected was 54 mg/kg. All samples of all media also evidenced detectable levels of toxic metals cadmium, chromium and lead. The samples of surface soil, water and plant tissue submitted were analyzed by Olsen's Agricultural Laboratory, Inc. in Nebraska. State regulations require a cleanup if uranium levels are above 20 parts per million. Colorado's normal background radiation level is 1 to 5 parts per million. Rep. McKinley collected the samples over two thirds of the 368-square-mile site in May 2007 with the permission of the Army during a tour for state officials. He said the state had required a Cotter Corporation uranium mill in Canon City to clean up its site when uranium levels there reached 27 ppm. Nearby neighborhoods were designated a Superfund site in 1984. www.rmpjc.org www.pinoncanyon.com http www.thedenverchannel.com www.rockymountainnews.com www.examiner.com kjct8.com

Paula Ozzello on PCMS

The Army came to Trinidad on Thursday night to attempt to justify its latest environmental assessment on how it can ramp up training at the Pinon Canyon Maneuver Site. This is Paula Ozzello's public comment. She is the spokesperson for the Southern Colorado Environmental Council. The SCEC wants to see 50 test wells on site, not the 9 presently active. Army Col. Robert McLaughlin, Fort Carson garrison commander, repeated the lie that expanding Pinon Canyon is no longer the Army's goal — but that making more use of training area is. No one at the public input session supported the idea. Judge Matsch already ruled that the Army's "after-action" training reports demonstrated that extensive environmental and archeological damage was done during previous training, so that putting the same terrain to an even heavier use could not be justified by the EIS the Army did in 2007. The latest study doesn't even address those concerns. In its new EA, the Army dismisses Matsch's findings about previous damage, saying those "after-action reports" were largely anecdotal, not scientific. It argues that no scientific data has been collected to determine how much training can be done at Pinon Canyon before violating environmental obligations to protect the prairie range. The EA just says the Army will follow all environmental and historical protection requirements without any scientific assessment of what damage a 50 ton tank will do to the fragile short-grass prairie and the historical and ...

PCMS expansion News May

This is a news report of the stakeholder boycott of the latest Army scam to do scoping hearings for 2 more brigades at Fort Carson, which will automatically lead to attempts to take more land to expand the PCMS, which the Army is still denying, because it is against the law for them to spend any money on expansion. Army officials announced scoping hearings to discuss bringing additional troops to Fort Carson but said the hearings have nothing to do with the proposed expansion of the PCMS. The communities of Southeastern Colorado know this is not true and that the two issues are undeniably linked. "The Army knows that a majority of Coloradans, a majority of state lawmakers and a majority of federal lawmakers oppose the expansion," said PCEOC President Lon Robertson. "By excluding any discussion of PCMS from the scoping hearings, Army officials are attempting to avoid a difficult subject and skirt federal law." In 2007, Congress passed and the President signed into law a military appropriations bill which outlawed all funding on the proposed expansion of the PCMS. "If the Army held a hearing on expanding the site, they'd violate the law so instead, they are pretending that increasing the force at Fort Carson will have no impact," Robertson said. "In reality, if they get more brigades at Fort Carson, we know they will turn around and demand more acreage on which to train them. "And the real question is why won't the Army take no for an answer?" Robertson said. "This has been ...

PCMS Legislative Tour

A bipartisan band of Colorado lawmakers took a horseback tour of Southeastern Colorado Saturday and reaffirmed their opposition to the proposed military expansion of the Pinon Canyon Maneuver Site. "The federal government already owns so much land in the US and they don't need to come in here and put our ranchers out of business and destroy this area," said Rep. Jerry Sonnenberg (R-Sterling). "I would like to know why they haven't made better use of the land they own now," said Rep. Ken Sommers (R-Lakewood.) "To come in here and disrupt this community and usurp generational property rights, it's just wrong." Sonnenberg, an expert horseman, and Sommers, a novice in the saddle, made their comments after a three-hour trail ride, led by Rep. Wes McKinley (D-Walsh). McKinley invited his colleagues from the state Capitol to visit the area and explore the Williams Ranch, a cattle ranch east of Walsenburg that was homesteaded in 1914. Four generations of the Williams family-all of whom live on the property-joined the representatives and dozens of community members on the ride. As the group rode across some of the last intact short-grass prairie left in the US, they saw dinosaur tracks, the remains of Spanish homesteads and rock paintings left by the earliest human inhabitants of the region. In 2006, area residents learned of secret Pentagon plans to triple the size of the 238000-acre PCMS, which was created in 1983 by condemning private land.
