KABUL, Afghanistan — A suicide attacker with a bomb in his turban posed as a Taliban peace envoy and assassinated a former Afghan president who for the past year headed a government council seeking a political settlement with the insurgents. Tuesday's attack, carried out in former President Burhanuddin Rabbani's Kabul home, dealt a harsh blow to attempts at ending a decade of war. The killing of Rabbani, an ethnic Tajik and one of the wise old men of Afghan politics, will blunt efforts to keep in check the regional and ethnic rivalries that help feed the insurgency. President Hamid Karzai cut short a visit to the United Nations and called on Afghans to remain unified in the face of Rabbani's "martyrdom." An emergency Cabinet meeting was called for Wednesday. The attack came days after a daytime assault by insurgents on the US Embassy and NATO headquarters that deepened a sense of insecurity in the capital. NATO said in a statement that two suicide bombers were involved in the attack on Rabbani, both of them men who had feigned a desire to reconcile with the government. It was unclear if a second bomber was able to detonate his explosives. Afghan officials, however, insisted there was only one attacker. First time after the assassination of top peace negotiator Burhanuddin Rabbani, Pakistan and Afghanistan top leadership will meet in Islamabad to ease troubled relation triggered by the killing of former Afghan President. President Hamid Karzai is scheduled to visit Islamabad in the thrid week of February. Foreign Office spokesperson Abdul Basit said President Karzai will attend a trilateral summit with his Pakistani counterpart Asif Ali Zardari and Iranian President Mahmoud Ahmadinejad. Massoud, then aged 48, was the target of a suicide attack at Khwaja Bahauddin, in Takhar Province in northeastern Afghanistan on September 9, 2001. The attackers' names were alternately given as Dahmane Abd al-Sattar, husband of Malika El Aroud, and Bouraoui el-Ouaer; or 34-year-old Karim Touzani and 26-year-old Kacem Bakkali. The attackers claimed to be Belgians originally from Morocco. However, their passports turned out to be stolen and their nationality was later determined to be Tunisian. Waiting for almost three weeks (during which they also interviewed Burhanuddin Rabbani and Abdul Rasul Sayyaf) for an interview opportunity, on September 8, 2001, an aide to Massoud recalls the would-be suicide attackers "were so worried" and threatened to leave if the interview did not happen in the next 24 hours (until September 10, 2001). As The New York Times reports today, Taliban members spent months wooing Afghan officials and pretending that the Quetta Shura, the Taliban leadership council in Pakistan, was ready for peace talks with the Afghan government's High Peace Council, which Rabbani led. The world media has reacted with shock and horror to the suicide-bomb assassination of former Afghanistan president Burhanuddin Rabbani on Tuesday. Most international newspapers said Rabbani's killing has dealt a crushing blow to the peace process. The New York Times said on Wednesday: Western countries, including the United States, have made contacts with Taliban and former Taliban, hoping to jump-start the peace process. However, Western officials have emphasised that without strong Afghan involvement it will not be meaningful, because it is the Afghans who will have to trust each other enough to decide how to share power over the long term. That possibility seemed increasingly remote late Tuesday.
