SINGAPORE: Minister of State for Transport Josephine Teo has said the Land Transport Authority (LTA) will not hesitate to penalise SMRT following a second security breach at its train depot. She said the government adopts a zero-tolerance attitude of such incidents in order to ensure the security of Singapore's transport system and commuters. Mrs Teo was speaking to reporters on the sidelines of a joint emergency preparedness exercise at the Circle Line's (CCL's) yet-to-be opened stations on Saturday morning. It was the morning peak hour and more than 400 passengers were packed on a train heading between one-north and Buona Vista stations. A fire broke out and smoke started to fill the air. Help arrived within minutes and commuters were evacuated, while casualties were attended to promptly. Train services on the northbound North-South MRT Line - between Marina Bay and Bishan stations - resumed at 11.40pm on Thursday. Train operator SMRT says the disruption was caused by a damaged third rail between Dhoby Ghaut and City Hall MRT stations. The faulty third rail damaged the collector shoes of four trains, causing them to stall - one train at Braddell station, one before Orchard station and two trains at Dhoby Ghaut station. SMRT says engineers immediately went onsite to attend to the fault and repaired the third rail by 9.50pm. Thereafter, they conducted a full inspection of it. SMRT says one train was stopped between Dhoby Ghaut and City Hall stations. As such, passengers had to get off and walk on the track to exit at Dhoby Ghaut. Traction power was switched off to facilitate this detrainment and its investigation. After power to affected trains was cut off, emergency train lighting and ventilation came on. Lighting and ventilation in the tunnels remained switched on throughout. SMRT says it also activated a two-way bus bridging service at 7.33pm between Marina Bay and Bishan stations, and extended the service at 8.23pm to Ang Mo Kio station. SMRT also ran a dedicated one-way bus bridging service from Bishan to Ang Mo Kio stations to provide alternative transport to passengers. Average frequencies were five minutes. SMRT to relook current SOPs after Thursday's MRT disruption SMRT has acknowledged that its current standard operating procedures (SOPs) are inadequate in dealing with certain situations, even as more extensions to the train system are added. But the train operator said it will conduct a full post-mortem into Thursday's incident, to address its short-comings. In the case of the train stuck near the Orchard MRT station, SMRT said the first announcement was made about 10 minutes after the incident occurred. Periodic announcements in the train and in stations were made subsequently. But for the 127000 commuters, including the 4000 stuck in the four stalled trains, they did not come quickly enough.
