SCHENECTADY -- Three police officers, fearing that a man fleeing along State Street was about to shoot at them, fired 14 shots at the man, mortally wounding him Friday afternoon. The man killed was identified as Luis R. Rivera, 32, who officials say has a long criminal history for weapon possession. Police officers, who were not injured, were identified as Sgt. William Fennell and officers Michael Wood and Kevin Raybal. At a news conference Friday, Public Safety Commissioner Wayne Bennett said the incident unfolded at 4:24 pm when Fennell responded to State Street and Grove Place and tried to stop Rivera after a report from a citizen about a man carrying a handgun. Fennell left his car and started chasing Rivera, grabbing him. Rivera broke free, lifted his shirt and reached toward a 9 mm semi-automatic handgun, Bennett said. Wood and Raybal, responding in their car, and Fennell, fired the shots at Rivera. It was unknown how many shots struck him or where they hit him. Police weer not sure Friday night whether the gun was loaded. An autopsy is planned Saturday. A further investigation will be conducted by the District Attorney's office, State Police and internally. Bennett said Rivera was paroled in 2007. The shots were fired down Grove Place during a busy time of day. Bennett said police had to deal with the circumstances as they happen. The story of how General Electric moved to Schenectady from New York City in 1892. The first 3-phase AC hydroelectric generators were made in Schenectady, and the growth of the US power grid starting in Redlands, California. The corruption of NYC Unions and government frustrated the management of GE and caused them to leave. City government was constantly asking for bribes while unions flexed their arms of power. This stifled the growth of Edison General Electric, and managers of the new General Electric Company formed in 1892 did not wish the same fate. The small city of Schenectady grew quickly as thousands of workers moved in. The Erie Canal town was tranformed forever.
