The South China Sea: Troubled Waters


Bordered by ten nations and including some of the world's most important shipping lanes and fisheries, the South China Sea is a vital region. Critically important mineral resources, including oil, are thought to be there in large quantities as well. The Chinese have long laid claim to nearly the entire South China Sea. That claim is contested by many nations and in some instances the conflict has turned violent. This summer the United States entered the fray. In July, US Secretary of State Hillary Clinton said, "The United States has a national interest in freedom of navigation, open access to Asia's maritime commons, and respect for international law in the South China Sea." This comment, made at a meeting of the Association of Southeast Asian Nations' (ASEAN) regional forum held in Hanoi, triggered a vigorous response from Chinese authorities. Chinese authorities argue that they and other nations in the region can work out their differences on a bilateral, nation to nation basis. They say that the US is intruding into the discussion and attempting to make rights and use of the South China Sea an international issue. As Chinese Foreign Minister Yang Jiechi put it, "What will be the consequences to if this issue is turned into an international or multilateral one? BY KEVIN DONNELLAN A small group of uninhabited islands off the Northwestern Philippines is the site of a tense standoff between China and the Philippines over territorial claims. Fox News reports. "The Chinese ships ordered the Philippine warship to leave Scarborough, claiming Chinese sovereignty over the rich fishing ground. But the warship has stayed put, arguing it is Philippine territory." But this dispute is about far more than fishing territory says NTDV. "The South China Sea is believed to have large oil and gas deposits. China, Philippines, Taiwan, Vietnam, Malaysia and Brunei all have competing claims on sections of the sea." Stratfor publishes daily intelligence briefings for Fortune 500 companies and government agencies. It says tensions in the area have been on the rise for some time. "Vietnam and the Philippines in particular have been more aggressive at offering new areas for forcing investment and expanding production in existing areas. This has drawn the attention and ire of China." So far the standoff has remained peaceful but state run China Daily contained a veiled warning to its neighbours. "Beijing's restraint should not be misconstrued, it does not lack the means and resources to act more boldly in defense of its territorial integrity." The mainland regime continues to criticize the Philippines and is increasing military build-up in the area. Recently, the regime also started to apply strict inspection of fruits imported from the Philippines. Many suggest that the Chinese regime is trying to force Philippines to back away through economic pressure. Recently, mainland China's state Administration of Quality Supervision posted a notice to its website, saying that they had detected harmful substances in fruits imported from the Philippines and requested that local Quality Supervision agencies strengthen inspection of fruits from the Philippines. The notice was announced on May 2, and posted to the website on May 8. This is the second time that China has requested strengthening the inspection of fruits from the Philippines in the recent period. China Denies Tourism Plans for South China Sea Islands

Reuters cited Deng Xiaogang, a deputy head of tourism for Hainan Island, a province close to the Paracel islands. Deng said (quote): "The broad plan is being worked on, and a specific one is also being worked on, and we hope that within the year we'll be able to open maritime tourism to the Paracel Islands." China Begins Deepwater Drilling In South China Sea (CNOOC)


China will soon start drilling from an advanced new oil platform designed to tap into deep-sea petroleum resources in the South China Sea, according to reports in the country's official media on Monday. The development is major technological progress for China, which claims to have developed the new platform indigenously through its state-owned corporation, China National Offshore Oil Corporation (CNOOC) [NYSE: CEO, Hong Kong: 0883]. It also occurs in an area where China has clashed recently with neighbors including the Philippines. CNOOC is China's third largest oil and gas company after China National Petroleum Corporation and Sinopec, and specializes in exploration and development of maritime hydrocarbon resources. Most of the platforms to date are located in water shallower than 300 meters, considered the deep-water mark by the industry; operations in waters deeper than 300 meters remain in the start-up stage. The new platform, dubbed "Haiyang Shiyou - 981" or "Oceanic Petroleum 981" was inaugurated in May of 2011 in Shanghai, and has only recently been moved into place 320 kilometers (or 198 miles) southeast of Hong Kong, at the northern end of the South China Sea and within the country's Exclusive Economic Zone. Chinese leader Hu Jintao ordered the national navy command to "prepare for war". BEIJING: China has denied it is increasing combat readiness in response to a tense territorial row with the Philippines in the South China Sea which has dragged on for more than a month. The stand-off erupted last month after Philippine authorities detected Chinese ships fishing near the Scarborough Shoal. They tried to arrest the crew, but were blocked by Chinese surveillance vessels deployed to the tiny rocky outcrop in the South China Sea about 230 kilometres (140 miles) from the Philippines' main island of Luzon. The two nations have stationed non-military vessels at the shoal since April 8 in an effort to assert their sovereignty over the area. But China's defence ministry denied military units were getting ready for war, despite warnings in state media that China is prepared to fight to end the stand-off. The first deep-water drilling rig developed in China will begin operations in the South China Sea on Wednesday, the country's largest offshore oil producer said Monday. The sixth-generation semi-submersible China National Offshore Oil Corporation (CNOOC) 981 will begin drilling in a sea area 320 kilometers southeast of Hong Kong at a water depth of 1500 meters, the China National Offshore Oil Corp. (CNOOC) said in a press release. The starting of operations marks the first independent deep-water oil drilling performed by a Chinese company, and a "substantial step" made by the country's deep-sea oil industry, CNOOC said. About 70 percent of oil and gas reserves in the resource-rich South China Sea is contained within 1.54 million square km of deep-water regions, defined as sea areas with depths of over 300 meters. Philippine and Vietnamese navies had agreed on holding joint "fun games" on the disputed South China Sea islands to what the two sides claimed to calm tensions over the disputed island chain and build mutual trust, the Philippine navy chief said on Tuesday. The Philippine Vice Admiral Alexander Pama made the remarks at a press briefing with foreign press in Manila, the Philippines. The Spratly Islands, or Nansha Islands called by China, are regarded as one of Asia's most dangerous potential flashpoints, but there will be no military activities involved in the games, said Pama. "It is literally called the 'fun games'. We will be sending some of our boys to their occupied islands and they will also be sending their boys to our occupied islands. At the fun games, they will actually be doing games like basketball and soccer," said Pama. Pama said the games are part of an agreement he signed with his Vietnamese counterpart during his visit to Manila last October. But the time schedule of the joint activity has not been determined. Pama added that the Hamilton-class cutter Grogorio Del Pilar which the Philippine navy bought from the United States in 2011 is currently deployed to the west of Palawan near the South China Sea.
