Goh Chok Tong "The Elected President must consent if the government wants to spend reserves which it itself has not accumulated, to make certain key appointments, for example, appointments to members of the Public Service Commission or judges of the Supreme Court. The Elected President will have the custodial powers, custodial powers to say no in these two key areas, and the moral authority to block the elected government again in these two areas. He will not have the right to initiate policies himself even in these two areas, be given any powers in other unrelated areas, or be an executive President, like the US or French President". Mr Tan Jee Say argued the President must be independent of the ruling party and not be influenced or hampered by past ties. He said: "My three opponents are honourable men but they were members of PAP for 20 to 30 years until they resigned from the party with two of them having quit only very recently. "During this period, they ate, slept, walked and breathed PAP. Do you now expect them to have a breath of fresh air? "Mentally and emotionally, it will be very difficult for them to think differently from the ruling party and challenge their former colleagues and friends. "Unlike them, I do not have the same emotional baggage that they carry because I have never been a member of the PAP."

SINGAPORE: The Singapore Democratic Party (SDP) candidate for Holland-Bukit Timah, Mr Tan Jee Say, said he is saddened by remarks made by his former boss, Senior Minister Goh Chok Tong, about him. At a People's Action Party (PAP) rally for the Marine Parade GRC on Saturday night, Mr Goh pointed out that Mr Tan appeared to have 'benefited' from his previous appointment, and he wanted to make known why Mr Tan left the civil service. In response, Mr Tan, who served under Mr Goh as Principal Private Secretary from 1985 to 1990, said he had already intended to leave the civil service at the end of his government bond, but was persuaded to stay on in his position. Mr Tan told Channel NewsAsia during a Sunday morning walkabout at Empress Road market that it was never his mission in life to remain in public service and after five years, he resigned with Mr Goh's blessing. Mr Tan recalled: "I said, okay, I can help you. But for how long? He said, three to five years. I said, well Mr Goh, you know my intention is not to stay in the civil service. If it is three to five years, if at the end of it, I want to go, will you let me go? He said, yes. "I have given five of my best years in my career to Mr Goh, and I did not expect such comments from him. I wish he had not gone down to the personal level. I met a young lady at this market, and she said after reading this morning's report on his personal attack on me, she is more determined to vote for me." He added that he was surprised as ...

SINGAPORE: Volunteerism and the ageing population are issues that presidential candidate Tan Jee Say will lobby for, if he is elected. He said this on the sidelines of a visit to a soup kitchen that provides meals for the needy on Saturday. The visit to Willing Hearts High Point in Geylang was coordinated by opposition member Nicole Seah, who has endorsed Mr Tan, saying he is the right man with the "heart" for the job. Ms Seah said: "He's the person who really makes the cut because he is independent of the incumbent government. He has a heart, he's a brilliant thinker and he has really very wide views, encompassing issues such as the economy and education. "He's the right person, he can engage with people whether it's just the man in the street or one of the elite." Mr Tan told reporters he was heartened to see so many young professionals taking time out to volunteer, and said it is something he wants to promote if elected as President. He also visited the neighbouring Green Avenue Home for the Elderly and listened to the concerns raised by the home, such as the income ceiling for those who are eligible for subsidies. He agreed that the income ceiling for long-term care subsidies may be too low. Under the current system of means testing, Singaporeans and PRs with monthly per capita income of more than S$1400 are not eligible for subsidies. Subsidies for those earning below this figure can range from 10 to 75 per cent. Mr Tan said: "They need help to cope with rising ...

SINGAPORE: Presidential candidate Tan Jee Say has said that if elected, he would like to play the role of an "auditor and gatekeeper" to the government. Speaking at a news conference on Wednesday afternoon, Mr Tan said he would like to remind Singaporeans about the primary role of the Elected President, which he said is to act as a check on a possible rogue government. But Mr Tan stressed he would like to have a "good working relationship based on mutual respect and frankness" with the government to discharge his duties under the Constitution. Earlier, Mr Tan was accompanied by a few hundred supporters at the Nomination Centre. They included Mr Andrew Kwan, former JTC chief financial officer, who did not get the Certificate of Eligibility for the Presidential Election for the second time. Mr Kwan said he was supporting Mr Tan, as they were old school mates from Raffles Institution. Mr Tan later made his way to MediaCorp after filing his nomination papers, to prepare for the presidential candidate broadcast. He then chaired a news conference where he said he would like to focus his campaign on the Elected President's primary role. "You must see what is the core role, why do you change the Constitution from an appointed president to an elected president?" Mr Tan said. "So that is the purpose, we must remind people all the time and I'm not opposing the government. Mr Tan unveiled his campaign symbol, the shape of a heart, which he said stands for conscience and empathy. When ...

SINGAPORE: Mr Tan Jee Say was the first presidential candidate to hold a rally. About nine speakers addressed the crowd at the Toa Payoh Stadium before Mr Tan took to the stage on Tuesday. Mr Tan defended the line-up of speakers for his rally, saying some may be members of opposition parties but they were speaking on behalf of all Singaporeans. Mr Tan spoke on what he thought the role of the President should be and said that for too long, Singaporeans have been accustomed to the idea that the President has a limited ceremonial and diplomatic role. Mr Tan highlighted the five areas the President has veto powers under the Constitution. He paid particular attention to the use of the nation's reserves and key appointments. He said: "This is your money and if the government requires it I as President will make sure that it is well spent on meaningful projects that benefit Singaporeans directly such as schools and hospitals. "On key appointments, I will scrutinise the background and track record of all government appointees who come before me for confirmation. "I will ensure that only true talented Singaporeans are appointed (and) who are motivated by a sense of public service and not by huge financial rewards." He added that he will examine more closely appointments to government bodies, statutory boards and ...

It was a Saturday afternoon, and the train was quite crowded. And I observed that Singaporean commuters are gracious and friendly. I really enjoyed the MRT ride. I wish all Muslims a blessed Ramadan. Sincerely, Tan Jee Say.

Mr Tan Jee Say, who has been speaking of the "check and balance" role he will play on government, this time focused his message on the President's veto powers. With his "Heart of the Nation" theme, he wants to use the President's moral authority to do positive things for Singaporeans. Mr Tan Jee Say said: "On the use of reserves, I intend to encourage the government to do more and utilise it to invest in the future of our own Singaporeans, rather than in other people's future in overseas banks or companies. "I will use the office of President to promote causes that unite Singaporeans. The fast pace of change has left large sections of Singaporeans behind who feel neglected and are angry that nothing has been done to alleviate their sufferings. "A President has the duty and ability to address their concerns. I will initiate programmes that will galvanise the young and the young at heart, and harness their energies to build a better Singapore. At the same time, I will do my utmost to help the poor, the sick, the under-privileged, the retrenched and the unemployed."
