Oct. 31 - The United Nations' cultural agency decides to give Palestinians full membership of the body, a vote that will boost their bid for recognition as a state at the United Nations. UNESCO is the first UN agency the Palestinians have sought to join as a full member since President Mahmoud Abbas applied for full membership of the United Nations on Sept. 23. The United States, Canada and Germany voted against Palestinian membership. Brazil, Russia, China, India, South Africa and France voted in favor. Britain abstained. US cuts off UNESCO funding over Palestine vote

The United States government has cut off funds to the United Nations Educational, Scientific and Cultural organisation (UNESCO), following the agency's admission of Palestine as a full member. Washington's decision to withold $60m in funding, which is about one-quarter of UNESCO's annual budget, came after 107 out of 173 countries voted in favor of the Palestinian bid for statehood. Although UNESCO's membership marks a small victory for Palestinian officials, it could help them protect more than 20 monumental Palestinian cultural and religious sites. The US also condemned UNESCO's move, saying that it "undermines" the peace process between Israelis and Palestinians. Rosiland Jordan reports.

Palestine admitted to UNESCO as full member

PARIS — Palestine became a full member of UNESCO on Monday, in a highly divisive breakthrough that could cost the agency a fifth of its budget and that the US and other opponents say could harm renewed Mideast peace efforts. Lawmakers in the United States, which provides about 22 percent of UNESCO's funding, had threatened to halt some $80 million in annual funding if Palestinian membership was approved. It wasn't clear in the immediate aftermath of Monday's vote whether the threat would become reality. White House spokesman Jay Carney called UNESCO's decision "premature" and said it undermines the international community's goal of a comprehensive Middle East peace plan. He called it a distraction from the goal of restarting direct negotiations between Israel and the Palestinians. Monday's vote is a grand symbolic victory for the Palestinians, but it alone won't make Palestine into a state. The issue of borders of an eventual Palestinian state, security troubles and other disputes that have thwarted Middle East peace for decades remain unresolved. Huge cheers went up in the United Nations Educational, Scientific and Cultural Organization after delegates approved the membership in a vote of 107-14 with 52 abstentions. Eighty-one votes were needed for approval in a hall with 173 UNESCO member delegations present.

"I think the success of the Palestinians to achieve membership in the UNESCO is important in terms of the Palestinian attempts to get recognition of Palestine as a state; it's part of the buildup in the Palestinian efforts towards achieving international recognition," said the head of the Palestinian Press Office, Ghassan Khatib. UNESCO is the first UN agency to provide full membership to Palestine Mahmoud Abbas's application to the New York-based body in September. The Palestinian minister for tourism and antiquities said UNESCO recognition would help to protect and preserve the Palestinian cultural heritage. "The full membership will open doors for us, especially to face the deliberate destruction of the cultural heritage by the occupation, and start to preserve the Palestinian sites which are eligible to be on the world heritage list," said the Palestinian Minister of Tourism and Antiques, Kholod Duiabes. UNESCO feels the pinch after Palestine 'Yes'
