JMPD has been sending out AARTO 03 infringement notices via standard permit mail in violation of the AARTO Amendment Act 1999 which requires service to take place via registered mail. Numerous attempts to get the JMPD to act lawfully have failed. This practise started on 1 June 2010 and to April 2011, it is estimated that around 4.3 million of these fines have been sent out so far. Around R900 million is estimated to have been collected unlawfully in that timeframe. What makes this so shocking is the refusal of the JMPD to act lawfully. They know full well that their actions are illegal, but - as a law enforcement agency - they continue violate the law in the hope that it will change if they do! www.aarto.co.za

Fraud charges laid againts the JMPD appear on eTV on 24 February 2011 and Chief Chris Ngcobo laughs them off. Then he goes on to say that he knows about the corruption in his licensing departments where people buy driving licenses for R2,500 odd. It is now 11 June 2011 and as yet NOTHING has happened with respect to the JMPD tackling corruption in their own ranks. NO arrests have been made for selling "legitimate" driving licenses to people who can't even drive. 15000 people die annually on South Africa's roads and the best thing that Ngcobu can come up with is "those people (JPSA) are not normal". We will see what happens with the fraud charges we laid. Ngcobu will laugh out of the other side of his face one of these days. So will his cronies. Incidentally, the "contract" referred to by Ngcobo was in fact a FREE offer of assistance by JPSA to the JMPD and it is ludicrous that "sour grapes" should have been sited by Ngcobu as the reason that fraud charges were laid. The charges were laid because there was fraud by his department. Nothing more. Nothing less.
