JMPD Violates the AARTO Act

JMPD has been sending out AARTO 03 infringement notices via standard permit mail in violation of the AARTO Amendment Act 1999 which requires service to take place via registered mail. Numerous attempts to get the JMPD to act lawfully have failed. This practise started on 1 June 2010 and to April 2011, it is estimated that around 4.3 million of these fines have been sent out so far. Around R900 million is estimated to have been collected unlawfully in that timeframe. What makes this so shocking is the refusal of the JMPD to act lawfully. They know full well that their actions are illegal, but - as a law enforcement agency - they continue violate the law in the hope that it will change if they do! www.aarto.co.za
