Fault Lines - Puerto Rico: The fiscal experiment


Dozens of university students are arrested for demonstrating against a tuition hike. But Puerto Rico Gov. Luis Fortuno remains steadfast in charging students more to help close a $3.2 billion budget gap. The students' fight is representative of a larger debate in Puerto Rico, and in the US, about how to solve a severe budget crisis -- and at what cost. Gov. Fortuno, a hawkish fiscal conservative, laid off 20000 government workers in 2009, and suspended all labor negotiations, just like governors on the US mainland are doing today. But two years later Puerto Rico's labor unions are still scrambling to reorganize a largely unemployed population -- nearly 17 percent. Puerto Rico is in its fifth year of recession, and expected to be the world's slowest growing economy if its situation doesn't improve. At question is the degree of economic and social responsibility the US has to its commonwealth state. Fault Lines travels to Puerto Rico to investigate America's legacy as the Island's ruler, and the harsh economic policies that are being imposed on the people who live there. Once known as a booming industrial city and a model of economic progress in Mexico, the border city of Juarez has become infamous as the murder capital of the world. More than 8000 people have been killed there since 2008, when Mexican President Felipe Calderon sent in the army to carry out his offensive against the drug cartels. The official story is that the Sinaloa and Juarez cartels are fighting for the city and the access it provides to the multi-billion dollar US drug market only a few hundred metres away. Fault Lines - Colombia's gold rush


Gold fever is sweeping across South America. Nowhere is it more lethal than in Colombia, where the gold rush has become a new axle in Colombia's civil war. Turf wars are erupting between paramilitaries, and leftist rebel groups fighting to take control of mining regions. It's fueling an old ideological conflict and has displacing hundreds of people. Helicopter raids by the Colombian Army on small community mining collectives have become commonplace, and the Colombian government is accused of targeting poor workers to protect big business interests, and operating with impunity from human rights violations. Thousands have fled their homes where land is violently contested, and others live in fear they'll be removed from their land, arrested, or killed. The multinationals are flooding in too. With gold now worth around $1500 an ounce, everyone is getting in on the act, including North American mining companies. Colombia's pro-business mentality has seen arbitrary concessions by the state sold to multinational companies, often on indigenous land. Fault Lines traveled to Colombia to speak to the people caught in the middle. The rural workers and artisan miners who've mined for generations, and some whose ancestors were enslaved during the first gold rush centuries ago.
