House allots funds for controversial RH bill in 2012 By Cynthia Balana Philippine Daily Inquirer First Posted 04:01:00 02/17/2011 MANILA, Philippines—The House appropriations committee Wednesday approved the allocation of funds for the consolidated reproductive health bill starting in 2012, according to Minority Leader Edcel Lagman. In a press conference, Lagman said no money was appropriated for the initial implementation of the bill as the amounts allotted in the current budget for reproductive health and family planning in the Department of Health and Population Commission would be tapped. Lagman said he expected prolife advocates in the House to vigorously oppose the measure once it was submitted for plenary discussion. But he said "the inexorable progression to enactment of the reproductive health bill" was assured. The current substitute bill is a consolidation of House Bills Nos. 96, 101, 513, 1160 and 3387 as previously approved by the population and family relations committee. Once the bill becomes law, appropriations for the program in the national budget, starting in 2012, could run up to P3 billion. Lagman expressed confidence that the bill, which would need the approval of a simple majority of the House quorum, would be approved.
