A Lawyer representing Occupy LA protesters said they were offered by City officials 10000 square feet of space as well as other incentives to leave the City Hall lawn they have been camping out on for over 2 months. This was offered after two days of meetings between city offficials, 12 Occupy LA representatives which also included Jim Lafferty, who is the executive director of the National Lawyers Guild's Los Angeles chapter. A member of the group Mike Saulenas, who is 60 says "It's called co-option -- you become part of the system when you make a deal with them..." The Los Angeles encampment is the largest and oldest on the West Coast organized by anti-Wall Street activists as well as a two-month young nationwide movement protesting the US financial system and economic inequality. The City Hall occupiers have grown to roughly 800 people and about 400 tents. Homeless people account for 30 to 40 percent. Los Angeles has been accommodating to the group, the Mayor Antonio Villaraigosa gave away rain ponchos to campers when it rained for example. The city has offered to lease 10000 square feet of space in a old downtown shopping mall for $1 a year for 10 years and two plots of land which members can have a garden. Israel never "disengaged" from control over Gaza and therefore cannot escape responsibility for the well-being of its residents, according to a position paper published today by Gisha: Legal Center for Freedom of Movement. The paper, titled, "Disengaged Occupiers: The Legal Status of Gaza," counters a claim made by Israel that it no longer occupies Gaza and therefore owes no obligations to Gaza residents under international law. The position paper argues that despite the removal of settlements and permanent army bases from Gaza, Israel continues to control life in Gaza through an "invisible hand": control over borders, air space, territorial waters, population registry, taxation system, supply of goods, and control over the ability of the Palestinian Authority to function. The paper challenges an assumption held by Israelis and even some international policy-makers that Israel's "disengagement" plan ended the occupation of Gaza. According to the paper: "Gaza residents know that their ability to use electric lights, to buy milk, or to have the garbage collected depends on decisions made by Israel. At times, soldiers operate in the streets of Gaza, but even after they leave, Israeli control over the lives of Gaza residents remains constant."
