A troubling verdict (Following is the transcript of the segment "Analysis by Winnie Monsod" which aired on News on Q on March 31 , 2010. Prof. Winnie Monsod is the resident analyst of News on Q which airs weeknights at 9:30 pm on Q Channel 11.) There has been a great uproar following the Supreme Court decision on midnight appointments. To understand the issue, let us first look at what our Constitution has to say about these appointments. We find it in Section 15 of Article VII of the Constitution states: "Two months immediately before the next Presidential elections and up to the end of his term, a President or Acting President shall not make appointments, except temporary appointments to executive positions when continued vacancies therein will prejudice public-service or endanger public safety." I invite the viewer to look at the Constitutional provision again. Where in that provision does it say: "except appointments to the judiciary" or "appointments to the Supreme Court." Another curiosity here is that this Supreme Court not only overturned a previous unanimous Supreme Court decision promulgated in 1998, on exactly the same issue of midnight appointments to the judiciary. That overturned decision was, by the way, an opinion shared by three justices who would become future Chief Justices (Davide, Panganiban, and Puno). But this Supreme Court pronounced that previous decision "deserves to be quickly sent to the dustbin of the unworthy and forgettable." Can you imagine <b>...</b>

Geo Headline-29 August,2011 by Geo News e Court's Karachi registry began hearing the suo moto case regarding the security situation in Karachi, Geo News reported. The case is being heard by a five-member bench of the Supreme Court headed by Chief Justice Iftikhar Muhammad Chaudhry. During proceedings, IG Sindh Wajid Durrani informed the court that 306 people had been killed during July 24 and August 24. 25 bodies were recovered, 17 of which were recovered in gunny sacks. 332 cases were also lodged. The Chief Justice asked the IG if he had investigated where the abducted people were taken and that he should have recorded the statement of at least one of the abducted. The IG informed the court that 20 criminals had been arrested but those abducted had failed to identity anyone due to fear. In his defense the IG told the court that those abducted on August 19 had been recovered. In his remarks, the Chief Justice said the protection of life and property lay with institutions. He asked why SHO's were not aware of crime in their jurisdiction. To this, IGP Sindh Wajid Ali Durrani replied that police and ordinary citizens were not allowed entry in no-go areas of Karachi. He also informed the court that extortion was a problem which was plaguing the city for the last 10-12 years. Jan, 2011 The Punjab and Haryana High Court today slapped a penalty of Rs 1 lakh on the state of Punjab for illegally detaining a youth for a month and allegedly subjecting him to third-degree torture. A division bench headed by Chief Justice Mukul Mudgal today slapped the penalty after the abducted youth Shaminder Singh alias Shera was produced by the Punjab Police. Shaminder burst into tears when the Court inquired about the incident. Amicus curiae in the case, Advocate Anil Malhotra, stated that Shera's silence manifested the atrocities he has been subjected to. Taking a strong view of this, the High Court directed the state to award an ad hoc compensation of Rs 1 lakh to kin of the victim. Talking to media persons outside the court, Shera alleged that the Punjab Police had planned to eliminate him and project his death as a police encounter. Sensing that he will be eliminated, Shera ran away from police custody. Shera alleged that Punjab Police wanted to implicate him in a case of waging war against the state and indulging in terrorist activities. Shera alleged that he was given third-degree torture and mercilessly thrashed for several days. "When I refused to admit involvement in any kind of terrorism activities, I heard the Punjab Police officers planning to eliminate me. I then decided to escape and I managed to do so," Shera said.
