Watch the full film: thefilmarchived.blogspot.com Counter-insurgency (COIN is a popular acronym) is a military term for the armed conflict against an insurgency by forces aligned with the recognized government of the territory in which the conflict takes place. In the main, the insurgents seek to destroy or erase the political authority of the defending authorities in a population they seek to control, and the counter-insurgent forces seek to protect that authority and reduce or eliminate the supplanting authority of the insurgents. Counter-insurgency operations are common during occupation and armed rebellions. Counter-insurgency may be armed suppression of a rebellion, coupled with tactics such as divide and rule designed to fracture the links between the insurgency and the population in which the insurgents move. Because it may be difficult or impossible to distinguish between an insurgent, a supporter of an insurgency who is a non-combatant, and entirely uninvolved members of the population, counter-insurgency operations have often rested on a confused, relativistic, or otherwise situational distinction between insurgents and non-combatants. The United States has conducted counterinsurgency campaigns during the Philippine--American War, the Vietnam War, the post-2001 War in Afghanistan, and the Iraq War. Karl Eikenberry: Counter-insurgency and state-building efforts in Afghanistan


Former US Ambassador to Afghanistan, Karl Eikenberry discusses current counter-insurgency and state building efforts in Afghanistan, in a talk at The Australian National University. In this talk he examines the challenges international civilian and military actors face in the troubled state and assesses whether Afghan forces will be ready to take on responsibility for the nation's security by 2014. Karl Eikenberry served as US Ambassador to Afghanistan from May 2009 until July 2011, during which time he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for transition to full Afghan sovereignty. Before this he was the commander of the US-led coalition forces in Afghanistan between 2005 and 2007. During his 35-year career with the US Army, he has served in various policy and political-military positions, including as Deputy Chairman of the North Atlantic Treaty Organization (NATO) Military Committee in Brussels, Director for Strategic Planning and Policy for US Pacific Command at Camp Smith, Hawaii and US Security Coordinator and Chief of the Office of Military Cooperation in Kabul, Afghanistan. He is now the Payne Distinguished Lecturer at the Freeman Spogli Institute for International Studies at Stanford University.

Watch the full film: thefilmarchived.blogspot.com The Geneva Conventions comprise four treaties and three additional protocols that set the standards in international law for humanitarian treatment of the victims of war. The singular term Geneva Convention refers to the agreements of 1949, negotiated in the aftermath of World War II, updating the terms of the first three treaties and adding a fourth treaty. The language is extensive, with articles defining the basic rights of those captured during a military conflict, establishing protections for the wounded, and addressing protections for civilians in and around a war zone. The treaties of 1949 have been ratified, in whole or with reservations, by 194 countries. Although warfare has changed dramatically since the Geneva Conventions of 1949, they are still considered the cornerstone of contemporary International Humanitarian Law. They protect combatants who find themselves hors de combat, and they protect civilians caught up in the zone of war. These treaties came into play for all recent international armed conflicts, including the War in Afghanistan (2001--present), the 2003 invasion of Iraq, the invasion of Chechnya (1994--present), and the 2008 War in Georgia. Modern warfare continues to evolve, and a growing proportion of recent armed conflicts are of a non-international character (for instance, the Sri Lankan Civil War, the Sudanese Civil War, and the Colombian Armed Conflict). Sri Lanka shares with the world counter-insurgency May 31, 2011 Defence Secretary Gotabhaya Rajapaksa has said that a humanitarian operation was launched to end terrorism which flagrantly violated human rights for three decades with the intention of safeguard human rights. The Defence Secretary was addressing the Seminar on "Defeating Terrorism -- the Sri Lanka Experience" in Colombo this morning. The Defence Secretary said terrorism is an international threat, and no country should suffer from it as Sri Lanka has suffered. Rescuing the hundreds of thousands of innocent Sri Lankans suffering under the fist of the LTTE's brutal fascism was a key priority of the President when he was elected by the people to office in 2005. He said when the Humanitarian Operation began in 2006, the military understood that the President's commitment to eradicating terrorism was unshakeable. His statements and actions during the Humanitarian Operations proved this beyond doubt not only to the military, but to the entire population. Ayaz Gul / Raza Naqvi The United States has long maintained that Pakistan's tribal territory is the main source of cross-border militant attacks into neighboring Afghanistan. But Major Gen. Athar Abbass, talking to VOA,dismisses these charges, claiming the Pakistan military has secured most of the lawless region within the past three years. The military says its counter-insurgency campaign is now trying to uproot the remaining pockets of resistance. According to USIP's Moeed Yusuf, the Pakistan army may well act in North Waziristan as well, but not in the manner wished for by the US. He said the Pakistani army lacked the capacity for a successful operation, and going into North Waziristan did not suit Pakistan's Afghanistan policy. But even in the tribal agencies in which action has been carried out, critics are saying that the Pakistani army has failed to consolidate gains.
