A disturbing crime trend is happening in Kerr County. More women are being arrested and the female jail is overcrowded. The answer to the problem doesn't come cheap. "Our first female jail had four beds," said Sheriff rusty Hierholzer, Kerr County Sheriff's Department. But that was 30 years ago. Today more than 900 women are arrested in Kerr County a year. The female jail currently only has 32 beds. "It's a sign of the times," said Hierholzer. "A lot of them are in for drugs and some are forgery." In 2008, 875 women were arrested in Kerr County. Last year, in 2009, that number of arrests jumped to 928 women. (Kerr County has a population of 50000 people.) Altogether 28 women are behinds bars awaiting trial. 23 of them have no bond, because of probation violations. "The court system has to speed up," said the Sheriff. "This county has been progressive on that." He says short term, something also has to give. Transporting inmates to surrounding counties like Bexar or Bandera is a possibility, but it's expensive. "Most jails are charging $35 to $45 a day per inmate," said the Sheriff. "That adds up in a hurry." The Bexar County jail is already facing overcrowding issues, so Sheriff Hierholzer says Bandera County jail is a more realistic option for housing Kerr County female inmates. Hana Shalabi arrested without charge Palestinian activists say the health of female prisoner Hana Shalabi who has been held in an Israeli jail for over a month is deteriorating. Shalabi has reportedly been on a hunger strike since February 16, when she was re-arrested at her home in the occupied West Bank. The 29-year-old female Palestinian prisoner has been under "administrative detention" and her lawyer says she has been placed in "solitary confinement as punishment for the hunger strike." Shalabi is one of the detainees re-arrested by Israeli forces over the past few weeks. The detainees were freed from Israeli jails in October and December of last year under a deal mediated by Egypt to free 1027 Palestinian inmates in exchange for Israeli soldier Gilad Shalit. Palestinian people held a demonstration in East al-Quds (Jerusalem) on Saturday to express solidarity with Shalabi. As the Los Angeles County Sheriff's Department faces allegations of brutality in its jails, Sheriff Lee Baca is reportedly thinking about shutting down part of the old men's facility. Under the plan, approximately 1800 inmates would be moved out and relocated to a newer facility in the Lynwood Correctional Facility that currently houses female prisoners. The area in question is considered the most violent part of the jail. It is also the target of a federal investigation into allegations of brutality, including inmate killings and charges of excessive force by guards, The "old" portion of the jail was built in 1963. "The Men's Central Jail is an antiquated facility. It has outlived its usefulness," said Sheriff's spokesman Steve Whitmore. Before any action can take place, Sheriff Baca must review the plan with the LA County Board of Supervisors. The Men's Central jail currently houses 4500 inmates.

The first phase of the Palestinian-Israeli prisoner exchange took place on Tuesday morning where hundreds of Palestinian inmates were swapped across the border in exchange of the detained Israeli soldier Gilad Shalit. The deal will end the much publicized five year long captivity of Shalit in Gaza and see the release of 477 Palestinians at this stage. Shalit was handed over to Egypt, who helped broker the deal, before being returned to Israel. On Monday Israel's Supreme Court allowed the deal to go ahead after rejecting petitions from the public calling on the halt to the release of prisoners serving life sentences for deadly attacks. A majority of the Palestinian inmates who were held in Israel's southern Negev desert left in a heavily guarded convoy. Female prisoners in another prison left from the center of the country. The prisoners were released in Kerem Shalom crossing which borderrs Egypt and the Hamas-run Gaza Strip as well as the West Bank. According to officials the second phase of the prisoner exchange is expected to take place in two months, and will see the release of a further 550 Palestinian prisoners. Over 6000 Palestinian prisoners are held in Israel. In Gaza, Hamas was prepared to welcome the 295 prisoners released on Tuesday.
