Obama Targets Tech in Human Rights Abuse


US President Barack Obama has announced fresh sanctions against Iran, Syria and those who help them use technology to perpetrate human rights abuses. He announced the new sanctions against "digital guns for hire" in a speech at the US Holocaust Museum. Mr Obama has also asked US intelligence groups to include assessments of the likelihood of mass killings in its co-ordinated reports. He said: "National sovereignty is never a licence to slaughter your people." Washington (CNN) - President Barack Obama announced Monday that he has signed an executive order allowing new sanctions against companies that enable Syria and Iran to use technology such as cell phone monitoring to carry out human rights abuses. The order is part of a broader strategy intended to strengthen the administration's ability to prevent atrocities, including creation of an Atrocities Prevention Board, Obama said in somber remarks at the US Holocaust Memorial Museum to mark Holocaust Remembrance Day. The Burning Issue: The DNA of Human Rights


'What are human rights and where do they come from?', asks Professor Conor Gearty in the latest Burning Issue lecture from the London School of Economics and Political Science. Gearty, a professor of human rights law and a practising barrister, looks at the history of human rights and ideas that have informed their development such as democracy and dignity. He challenges the notion that human rights are a western idea, a mere 'cultural accessory', or that they can be used to justify 'necessary evil' -- as an excuse to go to war or to torture as part of interrogation for example. The lecture explores the reality of what it is like to be deprived of one's human rights through interviews with a victim of torture and a psychologist. Professor Gearty argues: "We risk our culture if we collude in the idea that our way of life is so valuable that we can afford to depart from it in order to secure it." The lecture is the third and final of LSE's 'Burning Issues' lectures -- a short series of interactive talks, designed to showcase the social sciences to a non-academic audience. In the first lecture, 'Parasites -- enemy of the poor', Professor Tim Allen questions the effectiveness of our fight against one of humankind's most endemic invisible enemies. In the second lecture, the 'Right to Die', Professor Emily Jackson tackles the provocative issue of assisted dying. The Burning Issue Lectures are supported by the LSE Annual Fund and Cato Stonex (BSc International Relations 1986).

The Islamist insurgent group al-Shabaab has increasingly targeted children for recruitment, forced marriage, and rape, and attacked teachers and schools, Human Rights Watch said. "For children in Somalia, nowhere is safe," said Zama Coursen-Neff, deputy children's rights director at Human Rights Watch. "Al-Shabaab rebels have abducted children from their homes and schools to fight, for rape, and for forced marriage." The 104-page report, "No Place for Children: Child Recruitment, Forced Marriage, and Attacks on Schools in Somalia," details unlawful recruitment and other laws-of-war violations against children by all parties to the conflict in Somalia since 2010. The report is based on over 164 interviews with Somali children, including 21 who had escaped from al-Shabaab forces, as well as parents and teachers who had fled to Kenya. Fifty years since the Amnesty candle began to shine a light on repression, the human rights revolution now stands on the threshold of historic change. People are rejecting fear. Courageous people, led largely by youth, are standing up and speaking out in the face of bullets, beatings, tear gas and tanks. This bravery -- combined with new technology that is helping activists to outflank and expose government suppression of free speech and peaceful protest -- is sending a signal to repressive governments that their days are numbered. But there is a serious fight-back from the forces of repression. The international community must seize the opportunity for change and ensure that 2011 is not a false dawn for human rights.
