Ali Asllani lindi në fshatin Vajzë të Vlorës në vitin 1882, ku edhe kreu shkollën fillore kurse në Janinë gjimnazin « Zosimea ». Në këtë kohë Pushteti Turk deshi ta internoj në Haleb të Sirisë se mbështeste Ismail Qemailin por Ali Asllani i shpëtoi internimit duke kaluar në Korfuz e Vlorë. Pas ndryshimeve në qeverinë Turke, këthehet në Stamboll dhe emërohet rishtazi si prefekt në teritorin e Vilajetit të Konjës. Në Qeverinë e Ismail Qemalit uu caktua Sekretar i Përgjithshëm i Kryesisë dhe i Këshillit Ministror. Në vitet 1918-20 Kryetar i Bashkisë në Vlorë. Mandej punoi nëpër shtete fqinje i akredituar Konsull në Triestë, Sekretar i parë në Bullgari dhe, Ministër i akredituar në Greqi. Më në fund u angazhua rishtazi si Kryetar në Vlorë nga ku edhe u largua në fshatin e lindjes. Krijimtaria e Ali Asllanit nisi që në moshë të re por poema « Hanko Halla » e ngiti në piedestalin poetëve më të dalluar shqiptarë. Shumë njohës dhe kritikë letrarë thonë se « Hanko Halla » është libri më i lexuar me poezi në letërsinë shqipe të të gjitha kohërave...Duhet theksuar gjithashtu se veprimtarinë e Ali Asllanit, dihet lidhja me këngët popullore të Labërisë, që e bënë poezinë e tij shumë të këndëshme dhe kjo është karakteristikë dhe kolorit themelor i vargut të Asllanit.
