Latin America v. Obama: US Policy Under Fire at Colombian Summit


DemocracyNow.org - Historian Greg Grandin analyzes the US-Colombia "free trade" deal and the deepening split between much of Latin America and Washington following the Summit of the Americas in Colombia. The summit, which was marred by a US prostitution scandal, concluded Sunday without agreement on the key questions of whether Cuba should be allowed to attend the regional meetings and on the issue of the legalization of drugs. Latin American leaders said Cuba should be invited to the next Summit in Panama in 2015, but the United States and Canada dissented. Ecuador's President Rafael Correa boycotted this year's meeting because of Cuba's exclusion. On Sunday the United States announced that a free trade agreement with host country Colombia will come into effect in May, far earlier than expected. The agreement had earlier been deferred because of Colombia's weak record on workers rights, including murders and attacks on union activists. Latin America contains five metropolitan areas with more than 8 million people. Their combined population is over 70 million, and approximately one Latin American in seven will live in those five cities. Two of them, Mexico City and Sao Paulo are arguably be the world's two largest cities. The sheer number of people living in Latin America's mega-cities is not the only reason for looking at them carefully. Unfortunately, they also demonstrate many of the worst systems of the region's underdevelopment: vast areas of shanty towns, huge numbers of poor people, high concentrations of air and water pollution, and serious levels of traffic congestion. This book is about the prospects for their future. Several clear conclusions emerge from the book. First, the largest cities of Latin America differ greatly in terms of their future prospects. It is far easier to be optimistic in Buenos Aires than in Lima. Second, whether urban problems improve or deteriorate has rather little to do with size of city and a great deal to do with trends in the wider economy and society. Increasingly, those trends are determined not just by local decisions but by decisions made outside the region. Third, Latin America's mega-cities are not going to grow to unmanageable proportions because their growth rates have generally slowed. Fourth, management is a critical issue for the future but it is difficult to know whether the quality of management will improve or deteriorate through time. The book <b>...</b>

Venezuelan President Hugo Chavez speculated on Wednesday that the United States might have developed a way to give Latin American leaders cancer, after Argentina's Cristina Fernandez joined the list of presidents diagnosed with the disease. It was a typically controversial statement by Venezuela's socialist leader, who underwent surgery in June to remove a tumor from his pelvis. But he stressed that he was not making any accusations, just thinking aloud. "It would not be strange if they had developed the technology to induce cancer and nobody knew about it until now ... The alliance of 33 nations - known as CELAC - excludes the United States and Canada. Chavez said the time had come to put an end to what he called US hegemony. Nov. 8, 2010: USC Annenberg Distinguished Lecture Series on Latin American Arts and Culture, featuring Diego Luna The USC Annenberg Distinguished Lecture Series on Latin American Arts and Culture is proud to welcome acclaimed award-winning Mexican actor, producer and activist Diego Luna for a special evening of conversation about film, culture and politics. Considered one of Mexico's most important young stars, Luna has appeared in numerous films, including the iconic Y Tu Mamá También, as well as Todo El Poder, Nicotina, Frida, Before Night Falls, Rudo y Cursi, Dirty Dancing: Havana Nights and Milk. He made his directorial debut in 2007 with the documentary JC Chavez and earlier this year he directed his first feature film, Abel, which opens in the US in November. The production company he co-founded with Gael Garcia Bernal and Pablo Cruz, Canana Productions, is devoted to developing projects based in Mexico and Latin America. In 2005, they launched Ambulante, a traveling documentary festival designed to enable access to documentaries in Mexico, support Mexican documentary filmmaking as a social movement, and promote cinema as "a tool for change" that "promotes basic human rights."
