States are considering a model for state pension reform called a "hybrid" that provides employees with both a traditional pension plan and a 401(k)-type plan. It has been adopted in Utah and is under consideration in Rhode Island. It can provide safer employee benefits than moving entirely to a 401(k)-type plan, and can be less expensive for governments than a traditional plan. We can argue endlessly over precisely when unfunded state and local pension plans will run out of money. But there is one issue where there is no room for debate. Once the pension plans run out of money, the payments will have to come out of general funds, meaning out of the pockets of taxpayers. If the states want to avoid this, they must push through reforms as soon as possible. In her weekly appearance on Bloomberg TV, Reason columnist Veronique de Rugy explains the truth about the state pension crisis by separating economic myth from economic fact. Myth 1: Unfunded state pensions do not represent an immediate threat and are therefore not in crisis. Fact 1: In the best case scenario, some state pension funds will run out as soon as 2017. And the longer the states wait to fully fund their pensions, the more drastic the financial consequences will be. Myth 2: State debt accurately reflects state liabilities. And state default is not a concern because the federal government will bail the states out before they reach that point. Fact 2: Many government pension liabilities are kept off the books, so most states and cities underestimate their actual debt. Myth 3: State and local workers are not overpaid. And even if they are, changing their compensation won't make a difference. Fact 3: While this is a complex issue, the total compensation package for state workers does tend to exceed that of their private-sector counterparts. Masked youths clashed with police and set fires in cities across France on Tuesday as protests against a proposed hike in the retirement age took an increasingly radical turn. President Nicolas Sarkozy pledged to crack down on "troublemakers" and guarantee public order, raising the possibility of more confrontations with young rioters after a week of disruptive but largely nonviolent demonstrations. More than 200 protests and one-day strikes by workers in sectors across the French economy were planned around the country over a bill raising the retirement age to 62. In many cities, protesters were being joined by young people who appeared to be seizing an opportunity to lash out at police. Protests turned violent in the central city of Lyon, where rioters smashed several store windows and torched rubbish bins and cars. Police used tear gas in an attempt to disperse trouble makers.

Strikes across France intensified on Friday with police firing tear gas at protesters in the city of Lyon. About 1000 high school students went on strike, overturning rubbish bins, smashing bus stops, and setting fire to stacks of free newspapers. The students and labour unions see President Nicolas Sarkozy's pension reform - raising the retirement age from 60 to 62 - as an attack on their well-deserved social protections. Workers at all 12 of France's fuel producing refineries have also joined the protest. Strikers burned tires outside an oil refinery in Donges, near Nantes in western France.

From BBC News: Shadow Chancellor Ed Balls has said the government will have to "give more ground" to resolve the dispute over public sector pensions. On BBC One's Question Time, he said he did not want to see a strike, but the offer to unions was still not "fair". Home Secretary Theresa May said workers had been given "a better offer" and it was not right to strike. Members of the largest public sector union, Unison, have voted to join a "day of action" on 30 November. There was a 78% majority, with 245358 in favour and 70253 against on a 29% turnout. As well as many NHS and local government staff, Unison represents police staff (though not police officers), probation officers, and clerical and ancillary staff in schools, colleges and universities, who are all in the local government pension scheme. The "day of action" is being organised by the TUC and could involve members of 20 trade unions in the public sector. Five already have a mandate for action from earlier this year, and if all the others vote in favour, it could be the biggest co-ordinated strike since 1979. On Wednesday, the government offered to change its plans, which are aimed at cutting the cost of funding public service pensions at a time when life expectancy is increasing.
