The first Boland Amendment was to the House Appropriations Bill of 1982, which was attached as a rider to the Defense Appropriations Act of 1983, named for the Massachusetts Democrat, Representative Edward Patrick Boland, who authored it. The House of Representatives passed the Defense Appropriations Act 411-0 on December 8, 1982 and it was signed by President Ronald Reagan on December 21, 1982. While the Appalachian Mountains stretch from Belle Isle in Canada to Cheaha Mountain in the US state of Alabama, the cultural region of Appalachia typically refers only to the central and southern portions of the range. As of 2005, the region was home to approximately 23 million people. Since its recognition as a distinctive region in the late 19th century, Appalachia has been a source of enduring myths and distortions regarding the isolation, temperament, and behavior of its inhabitants. Early 20th-century writers focused on sensationalistic aspects of the region's culture, such as moonshining and clan feuding, and often portrayed the region's inhabitants as uneducated and prone to impulsive acts of violence. Sociological studies in the 1960s and 1970s helped to deconstruct these stereotypes, although popular media continued to perpetuate the image of Appalachia as a culturally backward region into the 21st century. Police have released closed-circuit television images in an appeal for public assistance following an armed robbery of a convenience store at Pyrmont earlier in the month. About 8:45pm, Friday 9 December 2011, a man ran into the store on Bunn Street and approached the counter. The man, who was armed with a gun and wearing a hood over his head, threatened the female employee before helping himself to cash from the register. He then ran from the store and fled the scene prior to police arrival. Detectives attached to City Central Local Area Command are conducting an investigation into the robbery. They would like to speak to two men depicted on closed-circuit television in the store ten minutes before the armed robbery. The first male is described as being of Indian/Sub-continental appearance, medium build with dark brown hair and wearing a black short-sleeve t-shirt with 'Henley' on the front, light grey track pants, white joggers and a grey satchel bag. The second male is described as being of Indian/Sub-continental appearance, medium build and wearing a black short-sleeve t-shirt and white 'Adidas' shorts. Police would like to speak with both males and believe they may be able to assist with their inquiries. Anyone who recognises the pair shown in the CCTV images or has information about the armed robbery is urged to contact City Central Detectives or Crime Stoppers on 1800 333 000.

Police looking for aggravated robbery suspects


Update sent 8/17/11: The Arlington Police Department and Grand Prairie Police Department arrested two suspects believed to have committed as many as 10 convenience store robberies between the two cities since May. Christopher Dejuan Kennedy, 28 of Irving, and Christopher Emmanuel Williams, 25 of Grand Prairie, were recently arrested and charged with multiple counts of aggravated robbery. A fingerprint from one of the Arlington robberies led detectives to Kennedy. Later, Williams was identified as the second robbery suspect. Both suspects remain at the Arlington City Jail. Both APD and GPPD have previously released surveillance video of robberies and asked for public assistance identifying suspects. Officers from the Arlington Police Department and Grand Prairie Police Department worked closely throughout this investigation as it became clear that the suspects were committing robberies in both cities and becoming more brazen with each incident. The cooperation between the two agencies made capturing these suspects possible. (AP) — Several overturned semis on a Utah highway. Hundreds of thousands without power in California. A wind gust reaching 123-mph in Colorado. The powerful winds that tore across Western states Thursday created a path destruction that closed schools, left neighborhoods with a snarl of downed trees and power lines, and prompted some communities to declare emergencies. The storms, described as a once-in-a-decade event, were the result of a dramatic difference in pressure between a strong, high-pressure system and a cold, low-pressure system, meteorologists said. This funnels strong winds down mountain canyons and slopes. The system brought high wind warnings and advisories for California, Utah, Nevada, Wyoming, Arizona and New Mexico. The St. Lucia Air and Sea Ports Authority are trying to determine what happened to a cargo vessel which is now partially submerged off the coast of Vieux Fort. SLASPA says the Antiguan registered cargo vessel MV Angeln was bound for Barbados when it encountered difficulties on the waters. Officials are also seeking public assistance in retrieving the ships cargo of goods lost at sea during the accident.
