Dozens of university students are arrested for demonstrating against a tuition hike. But Puerto Rico Gov. Luis Fortuno remains steadfast in charging students more to help close a $3.2 billion budget gap. The students' fight is representative of a larger debate in Puerto Rico, and in the US, about how to solve a severe budget crisis -- and at what cost. Gov. Fortuno, a hawkish fiscal conservative, laid off 20000 government workers in 2009, and suspended all labor negotiations, just like governors on the US mainland are doing today. But two years later Puerto Rico's labor unions are still scrambling to reorganize a largely unemployed population -- nearly 17 percent. Puerto Rico is in its fifth year of recession, and expected to be the world's slowest growing economy if its situation doesn't improve. At question is the degree of economic and social responsibility the US has to its commonwealth state. Fault Lines travels to Puerto Rico to investigate America's legacy as the Island's ruler, and the harsh economic policies that are being imposed on the people who live there. Arecibo, Puerto Rico

Founded in 1515, Arecibo has the largest land mass of any municipality in Puerto Rico. Settled in 1556, Arecibo became the third Spanish settlement. Founded sixty years later, in 1616, when the King of Spain granted that section of land and the Indians on it to Lope Conchillos, under the governorship of Captain Felipe de Beaumont y Navarra. The leader (Indian chief) of these Indians was called Jamaica Aracibo, their yucayeque was named after him and ultimately the town was called by that same name. Arecibo is known as La Villa del Capitán Correa, in memory of a battle fought successfully on its shores by Captain Antonio de los Reyes Correa and a handful of Spanish Army soldiers to repel a British invasion in August 5, 1702. The City Hall built in 1866, served as jail to "El Grito de Lares" participants in 1868. In 1918, the frontal section of the building was destroyed by an earth tremor. In 1978, the building was restored to its original form.

Hurricane Georges - Luquillo, Puerto Rico - Sep. 21, 1998

Hurricane Georges crossed the entire length of Puerto Rico on September 21, 1998. As the storm made landfall over the southeastern part of the island, I was able to intercept the northern eyewall in the town of Luquillo (the same location where I intercepted Hurricane Hugo nine years earlier). Although Georges had weakened significantly as it approached the Northeast Caribbean, the hurricane began to strengthen rapidly just before landfall in Puerto Rico. Georges was a Category Three with maximum sustained winds of 115mph and gusts between 130-140mph at landfall in Puerto Rico. Winds of 110mph with a peak gust of 130mph was recorded in Fajardo, very close to my location. The minimum central pressure at landfall in Puerto Rico was 968mb (28.59in).

El Morro, Old San Juan, Puerto Rico

The construction of the Fort San Felipe del Morro began in 1539 when King Charles V of Spain authorized its construction, including the surrounding walls. The purpose was to defend the port of San Juan.It was also constructed to control the entry to the harbor. Construction started the same year with a tiny proto-fortress that was "completed" in 1589. This small section comprises perhaps 10% of the structure people see today. In 1587, engineers Juan de Tejada and Juan Bautista Antonelli designed the actual appearance of the castle following well established Spanish military fortification design principles. Similar Spanish fortifications of the 17th-18th centuries can be seen in Cuba, Santo Domingo, Dominican Republic, Veracruz and Acapulco, Mexico, Portobello and Panama City, Panamá,and many other Latin American locations which were governed as part of the Spanish Empire during the Age of Exploration. The first fort of the Americas, Fort San Felipe, was built in Puerto Plata, Dominican Republic in 1540. Many complex additional new structures were added to El Morro over the next 400 years. The outer walls are six meters thick. In 1680, Governor Enrique Enríquez de Sotomayor begun the construction of the walls surrounding the city of San Juan, which took 48 years. By the late 18th century, El Morro's walls had grown to be 18 feet (5.5 m) thick. Today El Morro has six levels that rise from sea level to 145 feet (44 m) high. Travel San Juan, Puerto Rico: Colourful houses, cobblestoned street

On this gorgeous Saturday (no rain, finally) we took coastal highway 165 into San Juan from Dorado, a beautiful drive along the waterfront without any traffic whatsoever. We first explored a little stretch of land called "Isla de Cabras" (Goats Island) which is a tiny island strategically located at the entrance of San Juan Bay. Its historically significant position is evidenced by a fortification called "El Cañuelo" which is not accessible to visitors. The island was even used as a leper colony in the late 1800s. From there we drove back past the main power station and the Bacardi Rum factory to the Ferry Terminal in Cataño where we took a ferry across the bay into Old San Juan. I rediscovered many of the places I had already visited earlier, including the fortress San Felipe del Morro and the adjacent San Juan Cemetery. I was enchanted by the narrow, cobble-stoned streets with their brightly coloured stuccoed houses. In the courtyard of the historic building "El Cuartel de Ballaja" I came across a major festival for guitarists who play the local "cuarto" guitar, and two teenage boys played a little Spanish song for me on this unique instrument. I even caught images of a local wedding right in front of the Cathedral of San Juan. At dusk the Christmas lights on the Plaza de Armas and along the Calle Fortaleza came to life. As the sun was going down I positioned myself on the Plaza de la Rogativa to catch the sunset and then walked through the Puerta de San Juan for a <b>...</b>

Hurricane Hugo (High Quality) - Luquillo, Puerto Rico - September 17-18, 1989

Between September 16th and 22nd, 1989 one of the most infamous and disasterous hurricanes in Atlantic history, Hugo, devastated portions of the Caribbean and South Carolina. From the evening of the 17th through the morning of the 18th, the US Virgin Islands, and the northeastern tip of Puerto Rico bore the brunt of Hugo's exceptional violence. Alongside the thousands of residents who suffered through the terrifying experience, a small group of veteran storm chasers, including myself, had the rare opportunity to document the full force of an intense hurricane, during daylight hours, at a direct coastal location. At the time of Hugo's landfall in Puerto Rico the storm was producing sustained winds near 130mph, with gusts over 160mph. In commemoration of Hugo's 20th anniversary I'm presenting a new, digitally re-mastered, high-quality DVD edition of my chase footage, including many previously unreleased scenes, new special features and extra content. Then I was driving home from university and in a second I couldn't see what was beyond the hood.
