Meeting on CDO Situation and Distribution of Relief Goods Cagayan de Oro City 20 December 2011 President Benigno S. Aquino III ordered the local government of Cagayan de Oro to implement a "No Return Order"-of families residing in identified geohazard areas. According to the President, he was advised by the fact-finding committee that 172 municipalities, majority of which reported high casualty rate, were sitting on a natural flood plane such as the Isla de Oro, that made them vulnerable to flash floods. The President advised the local government to arrange permanent relocation sites that will safeguard the displaced families from future similar threats. He also assured the local officials that he will exhaust all possible means to bring CDO back to its feet. In his visit to one of CDO's evacuation sites, President Aquino announced that upon his return to Manila he will declare a National State of Calamity that will enable the country to receive $3-million funding from Asian Development Bank (ADB) and, if proven not enough, will seek an additional $500-million worth of loan (with minimum interest) from World Bank. Other neighboring countries have also expressed their desire to offer assistance.
